Judging by his question, he doesn't even know what a PTO *IS*, let alone how to engage it.
He's best off taking one of the local guys up on their offer to come and SHOW him how to operate the tractor.
One of two things is going on:
1. The tractor has a highly customized hydraulic system.
2. The tractor's hydraulic system is broken.
Either way it's not something we can resolve via text messages on this forum. He needs someone to physically come look at the tractor and show him how to operate it.
