If he has bare spots after 3 years as in no grass or even weeds he has other problems than the grass is a slow spreader or trying to figure out what type of grass he has. Even if the grass is a slow spreader he should at least have weeds after 3 years.
He could be spraying weed killer and the grass left is a slow spreader.
The soil could be compacted to where rain moisture is just running off and not sinking in.
While I know nothing about Iowa soil if he was my neighbor and this was a new subdivision I would feel safe saying his yard was filled with dead soil when the house was built. Dead soil is a dirt that comes from below the growing surface such as in a pond excavation. It take years for anything to grow in that stuff.
