I would think the right thing to do would be to re-contact the deposit payer. Specify to them, that if they don't finalize the deal and pick the tractor up within 30 more days upon you notifying them, they will then forfeit the deposit and have no further claim to the tractor. Hopefully this will speed things along. If not, then you can re-analize what to do at the 30 day mark. Hopefully they finalize the deal, and you wont have to do nothing more. If not, you might want to get legal advice pertaining to what's legal in your state. That's what I would do.
