I have cleaned seversl rusted tanks. First make sure you flush it out completely with detergent. Let it stand a day or so to dry. I bought a sand blast nozzle from Wal-Mart and got some play sand then sand blasted the tanks out. Rinse well and keep full of fuel. If you let stand with fuel low it will rust again. I haven't tried the liquid liners but they should work.
