Yup. And the reason Germany lost the war was because Hitler surrounded himself with people who were loyalists first and military tacticians a distant second.
Germany had the resources at the start of the war and the technology to use them, but between making stupid decisions, and various high ranking officers squabbling amongst themselves, it was a lost cause.
Hitler, himself, couldn't stay focused on any one campaign long enough to finish it and win. He started the Battle Of Britain in the fall of 1939, then the next spring when weather was favorable forgot about Britain and went to war on the Eastern front with Russia. Then in the fall of 1940 when weather deteriorated on the Eastern front he forgot about that and focused on the Mediterranean. And so it went.
