I don't believe anyone would be willing to fill it. It would no longer be a legal DOT cylinder. The pressure relief wouldn't be in the vapor space. Without a pump there wouldn't be a need for a vapor coupler. You could do just as well with an adapter to the existing valve and standing the tank upside-down temperarly[not recommended]. Better yet use a fork lift cylinder or find a 124 gal. tank.
