First time rebuild H carb running rich

I recently rebuilt my 6213-DA gas carb on my '47 H. I rebuilt it because it was running rich. After bolting everything up tight and making sure the gov linkage was seated correctly. I've unscrewed the idle air adjusting needle all the way until the tension spring is loose. I can screw the main jet adjuster in all the way and I don't get any change. This is where I've left the carb when I've been running it. This morning I wanted to see if it would start at -5 F. I cranked it a few revolutions fully choked then opened the choke and a small stream of gas came out of the open air intake port on the carb. Until I get it running lean, I've been leaving the air cleaner pipe off. Then I started it without the choke on and it started with only a couple of trys. I idled it for about 20 minutes then checked the plugs. I installed new champion D 21 plugs because I heard the hotter ones help with fouling. They were dry fluffy black. When I rebuilt the carb, I checked the seat where the main jet adjusting needle fits and it _looked_ O.K. but now, even when I gently snug the needle down to the seat, I get no change in the idle speed. What am I doing wrong?

The only adjustments that affect the running are screwing the idle air adjusting needle in all the way until it's running so rich it stumbles and screwing the idle stop screw in and out. I used a TISCO "Carburetor Repair Kit to Fit IHC Tractors C510HV".

I did some work on a Ford once a nd put a kit in the carb the kit came with new adj screws. It never ran right after that and when I shut off the gas and let it run out it would smooth right out. I must have taken that carb apart twenty times even went to the ford dealer. I finally got mad and bottomed the mixture screw out hard. Come to find out the new screw had a burr on it and was not going in nearly far enough. I know you can't crank the screws down hard, but I was wtching when I did this one.

I have an "H" carb in pieces on the workbench at the moment.
I would surmise that you have the float level set too high (rich) or the main fuel nozzle gaskets are missing.
If the high speed fuel screw cannot starve the engine for fuel, it has nothing to do with the ignition system.
Go back inside the carb and take another look.
A parts book would help identify any out of place items.

Dave, I don't know if this would help but I would disconnect the governer, and move the flap by hand. If nothing else, for me, it would rule out the gonernor spring and linkage. Hope this helps ED
