International 354 identification - what I found

I got #'s off the tractor this weekend. Turns out it may be a 364. Here they are:

Model# A480003B001256
Serial# blank
Made in Great Britian

Eng # on rt side of crankcase:
BD154
114673

I guess since it has the 154 engine instead of the 144, it is a 364 and not a 354 model as I first suspected? It has been rewired recently because a short melted all the wiring. The charging system still isn't working. It had been converted over to a Delco alternator years ago and apparently the alt. got fried when the short occured a few months ago. The alt. gage got melted also. I can fix the charging system rather easily I assume. He wants $3800 for this tractor. Is it worth it? How complex is it to fix the rear diff. lock? He has never used it because the pedal you push down to lock the diff is REAL stiff and hard to mash. He was afraid if he ever forced it enough to lock the diff it wouldn't come unlocked. More than likely it is a corrosion issue due to lack of use. Is this hard to fix or look into? Can you see/work on this mechanism from the top of the transmisson? Tach doesn't work either. It is in the dash but it looks like there is a right angle gearbox at the engine block that drives the tach and it may be what's bad. Are these still available? Thanks for any suggestions.

Hard to say if it is worth $3800. Only you can answer that by thoroughly inspecting the tractor and evaluating it. Check it out closely, write down all that does not work or needs fixing. Try to locate parts starting with CASE IH and salvage dealers. The problem with the diff lock is likely in the pedal and can probably be fixed by removing the pedal, cleaning and lubricating it. The diff lock mechanism consists of a collar residing at the center of the differential. The collar locks the differential bull pinion shafts together when you press the diff lock pedal. An actuator shaft running thru the (right side) hollow bull pinion shaft is connnected to the collar and actuated by the diff lock pedal. Springs on the actuator shaft release the collar when the pedal is released. Any problem with the collar itself, or the actuator shaft it is attached to, or the release springs, requires a complete teardown of the differential. Remove the hydraulic housing, rear axle assemblies, bull gears, brake housings, brakes, bull pinion cages, differential. Then split the diff to get to the collar. The diff lock pedal has a ramp that pushes the actuator shaft in to lock the diff. The actuator shaft may have dimpled the ramp over time. If there is a deep dimple in the ramp you may need to weld it and smooth it off to make it work smooth. Good luck.
