super C govenor problem

I just bought a super C in which the engine surges or lopes. the surging is intermitten but tends to smooth out some what when under a load. The tractor idles smooth but as soon as you rev it up is lopes as if the govenor is over correcting. By manualy holding the throttle linkage steady the tractor runs smooth. The governor responses well to a load. I have no experience with farmalls. I thought I would try adjusting the goverenor linkage first before i pulled it apart. Any advice is greatly appreciated.

Thankyou for your help, it saved me alot of time. I removed and cleaned the spring and tightened up the adjustment screw, now the tractor runs smooth.

At the bottom of the governor is a screw adjustment for the bumper spring which controls surging. There should be an acorn nut on this screw. Remove it and you'll see the slot in the end of the screw for a screwdriver. Adjust in or out to get rid of the surge.

Also, this area collects moisture...you could find that the spring has corroded to the pint of breaking, or at least being ineffective, they are available and cheap.
