Suggestion:

Since this is a 4-H project, tell you club leader that you are having problems with your "H". Since this is a 4-H group at least one of the parents is mechanically inclined. Ask for help.

Second suggestion: Once you are in contact with the person designated to help, explain the problem, then keep you mouth shut.

I've read and reread you post. You keep hitting on the carb. There are other things that can affect the engine's operation.

Sorry, just old, I was a kid once. I use to know everything, now I know nothing.

The engine needs 4 things, spark, fuel, and compression, and timing. If it ran earlier, and the bolts on the distributor are tight, timing is not likely to be the problem. If it ran earlier, sudden loss of compression is not likely the problem, either.

Check to see if you have a good hot (blue, not red) spark at each plug. If not, dig into the distributor and find out why. (Condenser, points, rotor, cap, wires, connections, etc.)

Make sure gas is getting TO the carb BEFORE you start taking it apart! Loosen the fuel line at the carb and see if fuel runs out. If not, then you're either out of fuel (Don't laugh, it's happened to lots of folks who wont admit it!) or something is plugged shut. If you have fuel, but no fuel flow, check the valve under the tank and the sediment bowl and screen under the tank. If the tank has rust or debris in it, you may have to remove the valve assembly to get it un-plugged.

If you have fuel flow, drain the carb, re-set the screws to specs, and give it a try. If that doesn't do it, you may have to yank the carb and open it.

Probably not much of a problem to fix. Just finding the source. Since this is a 4H project. Let the project set for a day or two and think about the problem. Have a tall cool soft drink. Good luck.

The bottom needle is the high speed fuel mixture screw. Try setting both mixture screws on the carburetor about one and one-half turns out from the fully seated position. This should be a good starting point and the engine should start and run. When it is running and warm you can fine-tune these adjustments.

Does it drip continuously or just a little while after you have tried to start it? I have had it happen when I have tried to start an engine and choked it (and it failed to start) that gas dripped from the bottom of the carburetor for a little bit. If it is dripping continuously, it could be coming from a float setting that is too high, foreign material in the needle and seat preventing sealing or gas in the float from a leak causing it to settle in the bowl opening the needle and seat.

Since it is popping when you choke it, this would indicate that it needs more fuel to start, meaning the carburetor is set too lean.
