Took the carb off. Havent got it taken apart yet but... Noticed some side ti side play in the Throttle shaft and lever assembly. Ref 1 in the carb section of the parts manual. IH dealer printed this page for me.
Could this cause a vacum problem if air is getting sucked through there?
How much of a pain is it to replace the bushings in there?

I can't imagine enough air being sucked in to cause a problem other than dirt getting into the engine, and a little play should not be worried over. If the play is excessive, you only need to replace the one bushing(most times) on the control side of the carb. I have yet to find an easy way to remove these bushings. I have two methods. 1) turn a bolt into the brass of the bushing and then tap out the bolt frome the opposite side of the throttle body(after removing the freeze plug). Hopefully the bushing will come with the bolt. 2) if the bolt does not pull the bushing then bore it out as thinly as possible, until you can work it out. Good luck!
If your bushing has wear then you most likely have some corresponding wear on throttle shaft. Use your judgement on whether to replace. Also use a new dust seal I.H.#379598R1 coated with vaseline to provide a good dust seal for the throttle shaft. These replace the old felts. One note, on new bushing I always have to drill them out to match the throttle shaft.

Also I have found over the years that for some reason 460 & 560 carburetor bowls crack along the side of the bowl. I find this in almost 60% of the 460/560 carbs I take apart so make sure you check yours. I have yet to find a reason for this. There is never any signs of hammering. My hypothesis is the cracks form from engine vibration. Perhaps you have another theory.

the throttle shaft will move side to side a bit, this carb has a different idle circuit than the SH-450, there is an idle passage underneath the venturi,, it is actually brass in this particular location, sediments over years of service float around in this area, plugs it right up,, there is sevreal holes in the carb in this area,, use compressed air to blow them out. Might help on the stutter problem as well, you see, when the idle circuits get plugged, the fuel is drawn fromthe main jet in the bowl,, and creates erratic running conditions, ChadS
