brake settings on F-30

Can anyone tell me how tight the brake drum should be against the brake pads on a 30? Ive got it now with just the big, beveled for the screws shims on. I can put the drum on, but I cant turn it by hand. The thinner shims benieth the thick shims arent beveled for the screws to hold them and the heads stick out. I imagine I could get a bit better fir by using these thinner shims, but I wanted to ask you about if there would be a problem with the screw heads sticking out from the screws against the brake shaft. You need the thick plate with the countersunk holes on there, it's the striker plate for the brake cam. Have you polished the plates and the end of the brake shoe with emery paper or a wire brush? How rough is the inside of the drum?
If the brake drum is smooth and you can get it on I wouldn't worry much. Go slow when you first run the tractor and ride the brakes a little bit to get them to seat themselves.
