I believe the packing material they are referring to is water pump packing and it comes in a rope form about a quarter of an inch in diameter. It was used in various types of pumps including water pumps on engines and piston pumps used on individual water systems.

The purpose of the packing is to act as a seal on a moving shaft (either rotating or sliding).

I hope this helps.

On an H, for example, there are 3 soft, fiber split washers that go under the nut and seal against the water pump shaft. Your IH dealer will have them.

I didn't know the belt pulley needed it. The water pump will leak like a sieve without it.
