I inheirited an old M, rebuilt carb, new plugs and wires but it won't start. Turns over great (12v) new battery, is getting gas and has spark, what am I missing. Could I have wired the plugs wrong,or the the on/off switch or am I just not holding my mouth right?

Run a compression check on that engine to see if the pistons rings are seized or severely worn sleeves or both. This is what creates a vacuum
to pull that atomized fuel into the combustion
chamber. The compression readings should be close to one another.

Squirt a little gas into one of plug holes and see if the engine fires. Hal

PS: Has the distributor been remove before you got the tractor? To make sure it hasn't, remove No1 plug and bring the engine up the compression stroke. Someone will need to hold
a thumb over the hole while you hand crank or bump
the engine over easy until you feel compression
against your thumb. Slowly bring the engine to the first notch on the damper pulley. Your No1 piston should be at TDC now. See if the rotor
is pointing to No1 plug wire in the distributor cap. If it is the distributor is ok. Remember
you must feel compression against that thumb.

yes, you could have the plug wires on wrong. Do you know how to check them?

No gas to turn on, just a can with a hose. ( tank is in back of truck with soapy water and chain, trying to clean it up). But gas does run out of carb if I crank it too long. I think the wires are on right, cows had pulled off the old ones so just went by diagram got from this site and they seem to match the tune up video I have. I rewired the stop/run switch and if I wired it wrong would it still show a spark?

cows? oh no! No the diagram means nothing if someone put the distributor on with the gear 180° off and then moved the wires to compensate. Take out number 1 plug and find where the piston is just coming to top dead center on compression stroke and then verify that the rotor is pointing to the spark plug wire to that cylinder. At top dead center the points should be just starting to open. the spark occurs as the points open. (that is why they are called "breaker" points and not "closure" points)
