May just plain be stuck. If you can turn the engine over just hit the starter a couple times to pop it loose. You might want to put a few of the bolts/nuts back on loosely so the head doesn't go flying. My dad tells a story where they did that and the head flew off the engine and landed in the back seat of the car, luckly it was a rag top with the top down.

Use a 5"xheadlength X 1/4" plate of steel
Drill holes to match rocker tower bolt holes (put tower on plate mark, drill)
Set on top of studs (with head nuts screwed back onto head studs flush with top of stud) and use longer bolts in rocker tower holes (thread in at least 3 bolt diameters) till they are evenly tight on plate.

Use head nuts to jack the head up in the air evenly one flat at a time.

If everything is disconnected, this breaks the seal and not the casting.
