Make sure your points are set at .013" (.33mm)
and use a cotton swab dipped in alcohol to clean the points. Hal

Remove the coil wire from cap and hold it within 1/8-1/4 inch (3-6mm) of a good ground on the tractor frame while someone attempts to start the tractor. You may want to use a pair of insulated pliers. Disconnect the kill wire from the mag for now. You should have a nice blue spark. If you have good spark when doing this your plug wires may be the problem. Use only plug wires with copper wire.

If there's no spark remove the coil cover and use a flat blade screwdriver to touch the magnets near the coil. They should pull the screwdriver with some effort. These are what generates spark in a mag when passing past the coil. If the magnets are ok, I think your coil may be weak.
Hal

Do you have the correct (rotation) mag for your engine?

Is it a mag that previously worked on that engine?

Have you verified that the mag is actually rotating with the engine?

When the mag is installed on the engine, is the "kill" wire connected to the mag?

Shin: remove the shutoff wire attached to the mag. If it works, your problem is in the wiring. The wire is a grounding wire when you want to shut off the sparks; it must be insulated (not grounded) to run. You may have a faulty switch.
Good luck.
