There is a major IH heavy equipment used parts place in Wheeling West Virginia, You will need to look it up, because I have no record of the name, but they have a major commitment to keeping them operational.

Now i know that it has been over 40 years since ihave had my grubby hands in a big dozer but on and I H you have a two speed set up on each track and it would be that either the clutch packs are out or a broken bull pinion shaft or a wiped out final any way you look at it it is BIG BUCKS and all BULL WORK . The company that i worked for way back then we had all major brands I H , A C's and Cat's and Euclid we spent more down time will the others then the Cats and they got woked more .

There are three specific things that can be at issue. The track clutch could be stuck in the released position, the pinion and bull gear could have broken parts or bearings out locking the shafts, or the sprocket and bearings on the outside of the final drive could be hanging up.
When you say don't go it is difficult to know whether it is jammed and kills the engine when the track clutch is moved forward, or is it free, (no killing the engine, but not able to drive) or is it just idle, and not under power when it should be??

Pulling the top off (to get at clutches) 18hrs or more with a crane, many rusty bolts and stuff in the road.
Pulling down a final 20-30 with track pin tools and a manual, and a crane.
Estimates from a TD20 (early 50s)that I did.
If you get a great buy on the machine, go for it.
It is costly to move to jobsites.
Costly to run on small jobs.
Costly to store.
Costly to maintain.
Brutal to operate for a full day.
(My two cents)JimN
