i had a similar problem with my 2n SHHH !! dont tell! i completely rebuilt the carb 3 times before going to a guy down the road thats a mech. he took out my needle valve which has a rubber tip and threw it away. replaced it with an old one that was laying around (not rubber tipped) and never had that problem again. he said he has never had any luck with those "new fangled rubber tips" in all his years (hes no spring chicken) hope this helps

With the gas shut off at the tank, remove the carb bowl. Hold the float up with one hand, and turn on the fuel at the tank. Letting the float drop, should provide fuel, holding it up gently should stop it. If it does stop it, shut off the fuel again and remove the float. (do not loose parts) Check to determine if the float has become filled with fuel (shake it). If full, it can be emptied (outside) by using a soldering (not with a torch)to heat the float. Gas will come out of the leak that let it in (be careful to not spark). When no more gas is inside, solder up the hole/crack. and reinstall the needle and float.
If it did not stop the flow, there is either a need for a new needle/seat, or a piece of trash in the seat jambing the needle open. Clean it out!
Good luck, JimN

Would the main adjustment screw have anything to do with it flooding. The book recommends it to be open three turns. It was way more than three. Thanks for the advice!

Not from overflow. It would be black smoke and poor running. Once the carb float is working, open the throttle and adjust that screw until it runs the best, 1/4 turn at a time. Then use the tractor pulling, or up a hill in fifth to load it a little. if it runs well and no black smoke you are cool on mixture. Do the same with the Idle mixture screw at idle. JimN

Take a small file to the three corners of the needle valve. An old carb guy told me that there is not enough room in the needle & seats valves in the last 10yr.(worked for Me)
