First of all thanks to everyone for all the "won't turn over" responses. It's running fine now. On to the next task. It seems the rpm is low at full throttle (fast idle), no load. Reviewed the manual and there is some great info there on setting rpms. Question is to get some sort of tach hooked up. I have my old dwell tach meter from the early 60's. No manf tag on it but it does have two function switches, one for 6-8 cyls, the other for "tach-dwell". Note on gauge face that "4 cyl engines-double 8 cyl readings" It has two alligator clip leads, a red and a black. It's been so long since I used this that I have forgotten where to attach them. Assume in some combination on the dist. As I said in earlier post with engine at fast idle, I screwed the idle stop screw on the carb further in I gained a ton of rpm (no load) but with that setting when I retarded the throttle the rpm just stayed up there and wouldn't come down until I backed the screw back out. All the likages and throttle plate are fine. When I drive it around the govenor is working, But with no load it's just adding a tiny bit of throttle on the hills. Need to get this old girl hooked up to the mower, looks like we'll get our first cut of alfalfa in about 10 days.

On the governor issue try removing the cover from the governor riser – that’s the slanted cover with the breather tube running running to the head.

Inside you’ll find a bellcrank. With the engine shut down set the throttle handle to idle - the bellcrank rod should be all the way down. But it should move upward freely with a light pull by hand. (If it does move not find and fix the cause of it’s binding).

Now open the throttle a few notches. The bellcrank bellcrank rod should move upward, rotating the bellcrank a full 1/4 turn to the carb wide open position.

If the bellcrank does not move, problem’s inside the governor – most likely a busted spring. You’ll need to go inside.

However if the bellcrank rotates less than ¼ turn, the bellcrank needs adjustment. Loosen the locknut, remove the small cotter key, pull the pivot pin then spin the threaded bellcrank adjusting block up or down as required so it will rotate a full ¼ turn between idle and partially open throttle. (When pulling the pins be careful not to drop 'em into the governor riser!)

Like JimN says, after making governor any adjustment BE CAREFUL TO AVOID OVERSPEEDING THE ENGINE when starting the first time!!

Be ready to hit the kill switch should the engine begin to take off on you!

You may need to adjust the linkage in the governor and/or change the governor spring. There is also a speed adjustment inside the governor. Another place to check is that the linkage in the tube from the governor to the carb is free. The idle screw just pushes on that linkage. It sounds like you are getting limited governor response. The problem could be bearings in there or worn weights and pins. I would try a new governor spring first, I went to a heavier one on my SMTA and it made a lot of difference. With the internal governor adjustment you can increase RPMs as long as your linkage on the throttle bell crank will allow the movement. Also make sure the governor is getting oil, sometimes the opening to the governor gets plugged and they get dry.

black lead to the distributor side of the coil (if Pos ground) and red to ground. The other way if Neg ground. I think the governor is not connected to the throttle shaft (where the tube screws to the throttle body) Or some other issue is faulty in the governor. Be careful to not overspeed the engine, JimN
