i was wondering what would be the best logical way to get more power out of my h 1 is becasue i want to pull in the summer and 2 it has a litle trouble going up hills in fith gear, engine was rebuilt about 60 hours ago

Why in the world do you start rolling in 5th. Very hard on the clutch. We always started in 4th and then shifted into hi on the roll. It grinds a little, but you can learn to double clutch. Wind it up in 4th, clutch in, throttle down to idle, shift to 5th and let the clutch out and then full throttle. Many years since I did it, but is possible.

well when im even trying to go up a small hill when starting off in fith it bogs down alot like almost to the point where it stalls i kind of need to be facing dwon a hill then turn up the hill

An H should have no problem with a hill, unless we are talking a really steep hill. Try advancing the timing a little at a time. It"s hard to describe what needs done, but timing these old by ear is still the best way to do it.

What did you do to the engine? stock rebuild? what head casting do you have? small carb? haw much compression at cranking speed?
