Could any of you give me some advice on a ih263 gas engine? Its in a International 3850 loader I just bought. It seems to run fine-untill you try to drive it around the yard and it just doesnt want to go(almost like a tranny problem)but it will climb a pile at slow rpms with no problems. If I grab the governor shaft and manually move it it revs up good. Thanks for the help

Are there "ball & socket" joints on the throttle actuating rods/ levers? May be wear in these or possible wear in the governor itself. Check for wear in the throttle to governor linkage by watching the rods/ joints as someone runs the throttle through its range. This is done with the engine off.
