Sat in rain for about a week, 6-9". Checked plugs,drained gas including bowl & carb. Acts like its not getting gas.

I'm not getting fire. The cap was dry. The distibutor itself has some oil residue in there.

Steps to take: (assuming volts to the coil are present)
Remove the little wire from the side of the distributor. Remove the coil High voltage wire from the middle of the dist cap.
Get a good condenser and use a jumper to ground it's body to the tractor. Attach the condenser lead and the lead from the coil together with another jumper.
Put the coil high voltage wire 1/4" away from the engine block (tape helps).
Turn on the ignition switch and then make and break contact with the block with the loose end of the jumper. It will spark a bit there, but it will produce a good spark (hopefully) proving the coil is good.
If no good, replace the coil.
If good it is in the points and condenser. JimN

Most likely you need to clean or replace the points. Almost bet they have got wet and correded

Like Old said that water could be everywhere.
You may need take a hair dryer and dry the distributor. Run some 320 wet or dry to clean the points. I would check that gas tank for water too. We could use some of that rain here, but not 9 inches. We got 22 inches last June and it ruin fields of crops. We got 15 inches in 3 days. Too much is worse than not enough. Hal

You say you check the plugs BUT did you check for spark. A lot of times if they get wet you can have water in the distubutor which will cause the points to corroade and also some time if the cap is old will short out the cap because of cracks in it that you can't see.
