If you cannot adjust the main jet rich enough to make it run rough and have a bit of black smoke, it is still needing a carb rebuild/cleaning. That adjustment will do the trick. Make sure there are no other issues like improperly set points, or a worn distributor shaft. JimN

Yep, main jet was my problem too. A turn or two fixes it.

You probably need to open the main jet adjusting screw near the bottom of the carburetor similar to one in this picture. Hal

Ideas:
This is almost always fuel related
The carb has several circuits from Idle to full power
The idle circuit can work when the others are plugged up
A fuel supply that is partially blocked can do exactly that

The first fast step is to adjust the load needle one half turn out in several steps to see if it going to richen the mix. Look at the parts diagram for the tractor at caseih.com to locate the needle. (you need a manual as well.

1) Open the drain on the carb with a can under it, and the fuel valve at the tank open.
If it comes out like it was running through a soda straw for more than a minute (time it, and use a big can) the supply is fine.
2) Take the bowl off of the carbm and clean all junk out of it, and look at the main jet to see if it has material plugging it up.
Use carb spray on the underside to give it a chance to work. If these efforts don't help. The carb needs a kit and soaked to clean it.

Ignition can be a part of the problem, but in this case I doubt it. Good luck, JimN

1) Does it pop, backfire or miss, or have any other symptoms?

2) If you remove the fuel line at the carb, do you get a constant heavy flow of fuel?

3) Will it run at full throttle not under load?

4) IF you get off the tractor while it is at idle, have someone else yank the throttle back all the way and you should see the governor linkage pull back, if it doesnt you know that is a problem.
