Snapping back H throttle

While adjusting my H's carb I had to pull it into full throttle. It was difficult to pull it up there, and once there, it did not want to stay. The pull on the handle was so hard that the square teeth wouldn't hold the setting, and it would snap back to mid-throttle.
Is there a way to adjust the tension, or pull back, of the throttle lever? Or is it the govenor itself pulling back at it?

hey ive got an old international harvester td6 bulldozer, and i cant get it to rev up... i have no clue where the throttle is, any ideas??

td6 throttle is one on top for dtesel gas part has no throttle

Make sure the teeth in your throttle are not worn out, also. mine was doing same thing, took off, refiled notches in dome, welded and filed the tooth on the handle, then did as Rusty Farmall suggested adjust fulcrum under hood about 2 turns, and no more problem.

Had the same problem.I changed to a M&W throttle lever adjusted the tension and it is working fine now.

Yes, just tinker with it. I will also tell you that the procedure can be a bit frustrating, so be sure to wear your "patience" hat.

The throttle should not be difficult to pull back, and it should stay where you put it unless those notches are worn out. Since you are having difficulty pulling it all the way back, I'm guessing that the linkage between the throttle lever and the fulcrum under the hood is mis-adjusted. I'm talking about that little gizmo that has a couple of springs and about three nuts on the threaded portion of the throttle rod. It's difficult to describe the exact procedure, but if you just dig into it, I think you will figure it out.
