I REPLACED THE BRUSHES IN THE STARTER AND NOW WHEN YOU TRY TO START IT THE BENDIX WILL NOT ENGAGE. THE STARTER WAS TURNING SLOW SO HOOKED IT UP TO A CHARGER AND IT SPUN ALOT FASTER BUT STILL NOT ENGAGING. 12 VOLT SYSTEM

Sounds like either a weak battery or high resistance in a battery cable or the starter switch. (A healthy starter should literally slam the bendix out on 12 volts.)

Try feeding the starter directly with jumper cables from your car. You'll likely find it'll then crank just fine.

(Note: Your battery charger likely lacks output capacity (amps) to spin the starter up on 12 volts. So that test is pretty much meaningless.)

I HAVE DONE ALL BUT THE JUMPER CABLES SO I WILL TRY THAT NEXT THANKS

Does the bendix move freely in and out? If not then Oil it up real good and see if it moves then, you may have some rust built up on there.
