A novice 8Ner here and not too ashamed to be confused about the function of the two small levers below the seat. Do these control the PTO in some way or the three-pt. hitch (which seems to work ok in the up and down way)- the long lever I do fine with!

Salmoneye has got you set straight on the levers on the right side of the tractor. But since you mentioned the pto, I'll just add that the pto is engaged/disengaged by using the lever on the left side of the tractor. Be sure you have the clutch pushed in when engaging the pto. Also, the pto must be engaged in order for the hydraulics to work. So if you disengage the pto and the hydraulics die, don't be too concerned. Keep asking questions and reading this board. That's how I learned everything I know about tractors. (still learning more).

The big lever is the touch control. This makes the lift go up and down.
The little lever under the seat is the Position/Draft control lever for the 3 Point Hitch. The down or horizontal position is called Draft Mode and is used mainly for ploughing. It allows the tractor to maintain a set depth on the plough by a feedback system. In the up or vertical position, the lift will stay at a position that the operator sets with the touch control (the big lever). This mode is used for just about everything other than ploughing.
Leave the lever under the seat straight up, and you will be all set for most jobs with the lift.
