Intl. 444 diesel bleeding fuel system

When bleeding injection pump (CAV), should you get same amount of fuel out of bottom and top vent plugs. Bottom is steady stream, top just enough to run down side of pump and slow drip.
I bled three times, tractor ran for 5 seconds and stopped. I have taken lines loose at injectors and cranked engine several times over the past few days, until battery dies.
I keep getting bubbles, only one line will squirt fuel when cracked.

Close the bottom, and just let it bleed from the top then try it. Did it quit to start with, or were you just changing filters.

Tractor was running fine before I changed filter.
No matter what I do with bottom bleed screw, top flow stays the same.
I know that I sucked alot of air into injector pump.
When tractor stopped I bled pump several more times,finally got alot of bubbles out of pump and flow was steady stream, from bottom screw, top never changed.
I have taken injector lines loose, have fuel coming out of all four lines.
None of them seems to be a very good strong stream.

Know nothing about IH engines, but if you shut off bottom bleed, does it still drip down injector? Just a thought, Ma have air trapped between bottom and top screws. Shot in the Dark.

No matter what I do with bottom bleed, top flow stays the same.
I even capped fuel tank and put air pressure to top of tank to help bleed system. Top bleed will barely increase, bottom bleed will shoot fuel out a foot.
