W6 Charging System Troubleshooting

Well, I was working on testing the charging system on the W6 again. I tried grounding out the case of the regulator by connecting a ground wire to the ground terminal of the battery. It made no difference. I then grounded the field post on the generator to the mounting bracket. After I gave it some throttle, It pegged the ammeter gauge at full charge. Does this mean that the generator is okay and that the regulator is bad? Or is this a sign of more problems? Thanks.
