Suspect that 2nd switch was installed as a cheap fix for a failed generator cutout. Rather than spending $30+ on a new cutout, someone put in a $2 switch to mimic the cutout's function. It'll work fine so long as the operator remembers to turn the switch on/off whenever the tractor is started/stopped. Forget to work the switch just once however and you'll soon have a dead battery!! Answering your question, no - if the cutout (or regulator) is working properly, the switch is not needed.
