M Throttle lever adjustment

The throttle lever on this M doesn't want to stay fully advances unless its sitting still as there seems to be some pressure pulling it back to low idle. Is that pressure normal? I also noticed when I set the idle speed that it only revs up to around 1200 rpms with the lever at full throttle. Should I adjust the high idle at the governor first and then adjust the throttle lever linkage or do the linkage first? From the service manual, it seems to indicate you should adjust the governor first and then adjust the lever to get full stop to stop movement. Other things I notice about the lever is that there is play at the lever on the outside of the governor and as such, you can move the throttle lever almost an inch before the engine speeds up. With the throttle lever fully advanced, you can manually move the lever at the gov and speed the engine up a couple hundred rpms. Thanks for any info
