Fender/Transmission felt pad

I'm rebuilding/restoring a 100 and need to know where I can get the felt pad that goes between the left fender and the transmission. When I took it apart it was melted into nothing and the parts places say it's no longer available. Any suggestions? Can I make one out of something else available? Also, I noticed that the left rear rim is 8 inches wide and the right rear rim is 9 inches wide. Is this right? The rim clamps are different so I suspect some sort of change-out somewhere in time. My grandfather farmed 80 acres with this tractor so it's seen lots of service.
