Darin, to test the TA just put the tractor in gear and start driving, then pull the TA handle back and use the brakes to see if it keeps pulling or slips. If it pulls it is good and if it slips it needs a rebuild. Try it in 4th or 5th gear. I don't think factory power steering was available until the 50 series came out, but am not sure. Lots of them have had it added to them. The front cylinder is likely for the drafting mechanism on the hitch. This is to put an angle on the hitch for turning plows and other ground engaging implements. Most of those are usually missing now days.
