I would check the screen at the inlet to carb. When you have it off, turn on gas at tank and you should have a nice full stream coming out of pipe. Also, take plug out of bottom of carb or open petcock if it has one to see if a constant flow will keep on coming with fuel line hooked up again of course. So far as the drip when shut down, your needle and seat are most likely the problem but would not be cause of engine not running unless crud is plugging inlet to seat and also keeping needle from sealing good. Lots of problems with getting them to seat properly. I always "coin or stake" the seat but you need something with same degree angle as the needle to do this. Few very light taps will shape the seat so it holds. I use an old pintle from an injection nozzle to do this. Not something everybody has laying around of course.
