The PTO gear drives both hydraulic pumps in the tractor.
BUUUUUUT, if the oil has leaked down to the point where nothing works, you can pretty much write off the hydraulic pumps. They don't like being run dry for more than a few seconds.
Either way this does not sound like a good tractor to buy unless it's really cheap and you're willing to do a little digging to fix it.
$3250 Do you have to split the tractor to replace the pump or PTO clutch pac?
