Couple things, the shop may have the genny Polarized at Pos or Neg ground? so just be sure to Polarize BEFORE you start her up. If she charges ONLY if you run a temporary jumper to dead ground the gennys FLD post but NOT otherwise, the genny itself is okay so the VR may be bad or not well grounded (insure it is) or the wires bad from FLD on Genny to FLD on VR.
Jim has already posted the Troubleshooting Procedure and I agree if not labeled the VR may not be polarity sensitive??? but we cant guarantee that from here.
