Novice mechanic having problems with Perkins 203D

I lent my MF30 industrial backhoe loader to my neighbor. (first mistake) Now it doesn't run and he split town for good. It is a 1978 with only 2500 hours and a recent top half overhaul. In general, I love this machine. The fuel tank was gummy so I posted on this board and got help cleaning it up, new filters and all lines are clean. When I crank it, I get no white smoke so I assume no fuel. Primed according to manual and checked the exit lines from the injector pump and they are squirting fuel. (I do not know if he screwed with the pump timing). Are my injectors clogged? If so what to do? I can't seem to check the line at the nozzle cause I can't get a wrench in there and it looks tricky to get the injectors off as well. Really in a bind here. I need it for some work now. As always, thanks in advance.
