AC 6140 PTO question

Hi, I'm a new tractor owner and have already posted a question about brush hogs under the implement section. Anyway here is my question. I have a AC 6140, it has two levers under the left side of the seat (one on the fender wall and the other on the frame/floor) The lever on the fender wall says PTO on or off. The one on the floor, I believe is what engages the PTO. The lever on the fender wall has to be pulled up to pull the other lever up, but then there is a God awfull grinding noise. What am I doing wrong? To engage the PTO right now, I have been shutting the tractor off, and pulling the levers up, and then starting the tractor with the PTO on. That can't be good. I hope I don't sound like to big of an idiot, but I figured that there was someone here who would be able to help me. Seems like there are a lot of knowledgable folks on here. Thanks!
