How do you know if a govenor is worn out?

My T6 bogs down when I open the throttle quickly (in neutral) and sometimes will die if you don't close it again. In fact it seems slow to respond to the trottle most of the time but sometimes will rev right up. I have adjusted the carb (going to rebuild it), and changed points, plugs, cap and rotor, so I'm wondering if it could be the govenor? If not what else should I look for?

Check for clogged fuel line or filter(sediment bowl). If it runs fine at idle and only dies when under load or quick throttle the fuel lines may be clogged. Happend on a sediment bowl M I had. Of course I never had a T6 before.
