Governor gear questions...

Working on a friends crawler that has a 4 cyl gas Hercules engine.When I removed the governor housing for inspection: the governor gear does not appear to sit flush with the camshaft gear, it seems to be too far back towards magneto - is this normal? I am wondering if the Wico magneto is the right one for this engine. I have a problem with not enough throw in arm bracket that attaches to the governor housing - the engine idle will not raise enough on its own.
Any ideas or comments?

For starters remember the governor maintains a constant engine speed,it does not rev the engine up. This is done by a spring on the outside of the governor. There is an adjusting nut on the
arm,adjust the spring tension til the motor revs
to desired speed.A way to check that the gov.is
working is to pull on the arm with the engine running and you should feel it pull back.Also
check timing or carb
