International BTD6 governor setting

My BTD6 tends to idle somewhat erratically, and I was told that the problem might be the spring under the knurled cap on the end of the throttle lever. I have removed the torsion spring which has 2 little blocks soldered on the ends at about a ten to two position. It is not broken, but is it stretched? Also how do you re-assemble it? I guess the lug on the lever and on the lug on the part that was pinned to the governor shaft are supposed to contact each other, and the spring is supposed to press them together. Do you need a complete turn of the spring, and is it clockwise or anticlockwise, i.e. does the spring allow the governor to open up from the set position or close down?

Any help, diagrams would be appreciated.

Is it a kind of lope??
does it do it under laod????? ?
Grandfather had a WD-9 that had a lope to it all the time, load or no load. It was the idler gear in the valve train. Didn't seem to have any effect on the power, it just loped all the time.

The engine speed just goes up and down when on low idle. It used to be my Dad's tractor and I haven't had chance to work it yet so I can't say if it does it under load.
