International 500G steering clutches

My 500G is running,but,will run forward with considerable clutch slippage. The pto will continue to run even with the machine at a standstill, or if one or both steering levers are pulled back. There is no steering to right and very little to left. My thinking is that the main clutch may be OK, but the steering clutches are shot because the PTO continues to run. This is not a live PTO so it would seem that if the main clutch isn't functioning the pto would not drive. Anyone see any fault with this reasoning or have a better idea what's going on?

Are you able to brake turn? Have you tried to adjust brakes and clutches? How long has it been this way? Did you just get it? Manual! Manual! Very hard to explain and for me trying to type.

T4mike, This machine has been sitting for years diassembled, the owner thought the engine was shot because it had no power. He had the engine stripped to the block and almost out of the machine. I reassembled it on site and did a major tune up. Runs nearly perfect now.
No, it will only turn left with considerable difficulty.
We took off the covers over the brake bands and the bands are not seized or binding.Don't have a manual and I am not sure how to adjust the clutchs.
