Backhoe brakes

I have a question on brakes on my 310 JD backhoe.
I was removing snow with my bucket on a hill and I noticed when I would go in reverse and applied the brakes my right wheel was locked up tight but my left wheel was spinning in reverse. My brake pedal was in lock position. Also pressing on the brake pedal alone don't seem to stop the machine. I have to put the clutch in and then press the break pedal to stop it.
Is this normal????
If not I need to know what to look into or adjust.
I don't have a manual.
Need help on this one. Worring about burning out my clutch or something else possibly.

sounds like you need a lesson in driving standard tranny

of course ya gota push the clutch in to stop, why do ya thin it is there, it isnt like an automatic car. the only exception to this would be some tractors with touque converter drives
