Assuming you have a 350 or a 350B and not a 350C or later, you have dry steering clutches. Like any spring-loaded clutch, there must be free play between the throughout bearing and the fingers of the clutch pressure-plate. Check to see if there's any play in the steering lever that goes to the right clutch. If there isn't, adjust it. If there is, you'll probably have to split the track, pull the final drive, and fix it. Under the seat there is a steel cover with four bolts on each final drive, i.e. two covers. Pull the right cover off and there is linkage inside along with an initial adjuster for the brake band. You can usually adjust free play for the clutch with the linkage. It is also possible, if necessary, to adjust the fingers on the pressure plate from the top, but it's difficult. If the clutch fibers have gotten damp and swelled up, you'll have a hard time getting free play. With the steering lever adjusted properly, there should be a small amount of free play (1/2 to 1" is okay), then contact should be made with the clutch pressure-plate, and as the lever is pulled back, the clutch should be disengaged when the brake takes hold. With the crawler adjusted properly, you can be on a hill, facing down, with the machine in reverse. Hold both levers back so the brakes hold. Then, slowly let them forward and there should be a point when the crawler starts to roll down the hill. Then as you let the levers out a little more it will start to back up.
