case 450 not turning the way its suppose to!!!!

i have a case 450 dozer that when im going up hill in low range it turns the way it is suppose to but when i get on level ground or down hill it wont turn i have to use the high side to turn whats up guys i dont think that this is normal operations huh

to turn a 450 it is best to use high unless you are pushing then use low and shift one in to nutral . the case dose not have a brake on the power steer thats why when you go up hill it turns better. i bet you just got it and it will take a little time to figure it out. when i turn i run one in low and the other in high
