9050B excavator arm seaps down

What's the problem when my arm cylinder seaps down and open fast but does not seap out and closed. I have checked my release valves but they seem ok. How do you know if it is cylinder packing? Or somthing else?

My experence has been you will see oil seeping out or it is going back past a check valve. I can tell you about people getting into serious lawsuits after leaving one up and unattended.
