Need help with a d4 pony motor

I have an old D4 cat with the pony motor starter. I went to start it after it has set this winter qand something is wrong it will not rev up to full rpm. I have cleaned the carberator and am sure it is getting plenty of gas replaced the plug and the coil it has plenty of fire. It simply will not rev up to high rpm's it will not even rev up enough to kick in the govenour. This of course prevents me from starting the diesel because the pony will not turn it over without dying. Any ideas what could be wrong here??

Replace the Gas with new and check the gas bowl for sediment and gunk. the unleaded gas nowadays will go bad in a fairly short time.

Worked on one of those a few years back.... Does the engine start and run good otherwise? When you open the throttle does it cough and bark or just not do anything? I'm thinking if it runs good otherwise you have a broken spring or linkage in the throttle control.... Tell us some more. Doc
