My buddy has a td8 that he offered to let me borrow. When I went to pick it up it wouldn't steer very well (it had sat outside for a long time). He told me that the clutches were dry and had gotten wet and that they just needed to be run and "exercised". They would dry out and it would steer again. Is that right?

If it is an american made TD8 then NO thats not true. The American TD8's had no "clutches". They used "planetary steering", and the entire setup runs in oil. I beleive the british TD8's were like the TD9"s they had "dry clutches". However I have never heard of one not steering if it got wet. Those will steer bad if they have not been used.

this td8 is in northern michigan so I presume its made in the US. It did sit unused for a long time and when I started it up and tried to put it on the trailer it wouldn't steer well enough to use. What is the remedy?
