Looking at an RD4, have some questions

I am looking at an old RD4 sn 4G383XX, what year was this built? How easy are parts to come by? It's missing a radiator fan belt, any idea what size? The sediment bowl to the pony leaks, needs a gasket, what material should I make it out of? As to starting, I see the compression lever, choke, throttle to the pony, what are the levers below the pony for, one directly below the pony on the left side that move up and down, one in front of that that move back and forth? What is the starting proceedure? What is the shutdown procedure? What is the pulley and belt on the right side connected to what looks like the carb of the pony? Thanks for your help.
