d69u rack in injector pump is not moving..

First, thanks to all for the recent input on this beast. it's been sitting 4 yrs. and I'm trying to start it. Pony works well. Changed filters, no fuel psi at injectors (although I had it before), did everything right, bled, etc. plenty of flow from tank up to top of pump. But... I now remember that while cranking it yesterday the rack in the pump (behind inspec. plate) is not moving. The 6 injector pumps (i guess you would call them) were. Went back this a.m. and moved rack easily with my hand. Is something broke that actuates this thing?Since I have no manuals I'm asking for input. Any and all is appreciated. Thanks, denjoe

I think the rack only moves by moving the throttle and by the governer when engine is running.If you can grab the rack by hand and it moves freely when engine is stopped it should be alright. Are you trying to bleed injector pump with throttle in run position? Have you got a fuel pressure gauge? maybe fuel transfer pump pressure is low because there is rubbish under the relief valve on the side at the bottom of injector pump where the main fuel line goes in.
