Need help with IH TD-9 steering clutch removal

Serial number of the unit is TDCB38711T7BH and we have the International Crawler Tractor Chassis Sevice Manual Form ISS-1032B,April 1967, from Binder Books. The cutaway view of the steering clutch on page 1,Section 7, and illustration 16 on page 13,section 7 of the service manual show a bevel gear bearing cage and a bevel gear bearing cage cap. The instructions for steering clutch removal in "task"(my term)13 for the TD-9(PAGE 13,SECTION 7)are "Remove the four cap screws and nuts from the bevel gear bearing cage cap.-----" The problem is that this unit does not have a removable bevel gear cage cap.The bevel gear bearing cage(or cover)is an integral unit(covers the steering clutch shaft} all the way over to the steering clutch hub plate. I would greatly appreciate information from anyone who understands why the service manual and my unit(which I assume is a regular TD-9)are not consistent.

Take some boxend wrenches and bend them and weld a small bolt to one end, a nice scimitar curve will go all the way around the drum. When you get to the second set, pry the seal cover as open as you can, take out the two half moon piceces, and then take a big screwdriver or punch, and stick it in the grooves the moons ran in and pry towards the tracks. Then you can take them out. When you go back, take some tie wire and tie it around the bolts. Go buy a magnet on a stick and you may try tying the wrenches to your hand.hand. TD6's are a lot smaller and the clutches have to be compressed before they will come in and out of the hole.
